2009-2013 General Track Rules
1. No drinking
of any alcoholic beverages or use of drugs will be allowed in the pit area prior to and during racing events. Any person with
signs of alcohol or drugs about him/her will be removed from the pit area and penalty will be set by the Race Committee.
2. All
drivers and crew entering pit area must sign a release form in person. Drivers are responsible for the sportsmanlike conduct
of anyone in their crew and penalties incurred by a crewmember will affect the driver.
3.
All drivers shall act like a gentleman at the track and see to it that their crewmembers do likewise. No driver, car
owner or mechanic shall subject any track official or Hurricane Midget committee member to abuse, threats, ridicule or improper
use of language at the track at any time. Anyone not conducting himself or herself in a gentlemanly manner will have their
car suspended for the balance of the race meet and lose all points and money accumulated for the night.
4. Fighting or acts detrimental to racing:
a) Any driver, car owner, crew member or anyone engaging in a fight
shall be subject to a suspension and / or a bond and will lose all points and money accumulated by the car they are associated
with for that race meet. b) Drivers MUST
be held responsible for the control and actions of their pit crewmembers. Unacceptable actions of crewmembers will subject
the driver to penalty, disqualification from an event or suspension of membership privileges.
5.
All disputes must be in written form and presented to a Hurricane Midget Official.
6.
Only registered drivers will be eligible for points and / or full money awards.
7.
No pit crew is allowed on the track at any time either prior to, or during race meets. Anyone on the track who is not
authorized will force a penalty against the car they are associated with. 8. Any driver caught
driving a car in a manner detrimental to the safety of other persons in the pit area shall be suspended. 9. a) All cars and drivers
must be registered with the Hurricane Midget Association. It is the drivers’ responsibility to see that the race club
is notified of any changes of car, driver or number.
b) In the case of a leased car, membership must still be paid for that car and a driver is only allowed to drive the
car at two race meets then he must become a member. 10. Protesting point totals must
be in written form and presented to one of the Hurricane Midget representatives. 11. Any car that appears to be poorly
driven or uncontrollable or unable to obtain speed will start in the scratch position until the starter or Hurricane Midgets
committee feels an acceptable performance has been reached. 12. Driver’s meetings are mandatory. Failing
to attend may result in suspension or car will start last for the balance of that race night. 13. Any injury sustained at the
track must be reported to the Hurricane Midgets committee the same day. 14. Inspection: a)
All cars must report to the inspection area when random and mandatory inspections are conducted. b)
All cars must go through a pre-race tech inspection before racing in the current racing season.
15. Protests
& Appeals: a) A legal protest may be filed, according
to protest procedures, only by an officially entered driver or owner who is registered with the Hurricane Midget Association. b) Technical infraction: Visual protest of any infraction relating to equipment
that is outwardly visible. c) Non visible protest
of any infraction relating to equipment which requires the use of tools to remove, or make accessible to inspection the protested
part and/or equipment. Work necessary to permit inspection must be performed by protested driver or his/her designated crewmember.
d) Protest fee of $50.00 (in cash) must accompany protest.
If protest is found to be false and car is legal, $50.00 will go to owner of car protested. If car is found to be illegal,
$50.00 will go back to protester. e) Protests must be
submitted 20 minutes from the time the results are posted on the board. 16. In Progress Race Decisions: a) The starter and track officials shall make all the decisions during
the race. Restart positions shall be at the discretion of the starter before the race proceeds. Any penalties imposed by the
starter will not be subject to appeal. Special observers will be used to spot rough driving, passing under caution, or other
infractions; and based on their observations; the starter or Hurricane Midgets Officials may impose penalties either during
or after the race. b) When a competitor is subject to disciplinary
action at the discretion of Hurricane Midget Committee, one or more of the following penalties can be invoked: Race disqualification,
lap penalties, position penalties, suspension from competition, and loss of championship points or a monetary fine.
17. Penalties:
a) Total disqualification.
b) Short term disqualification.
c) Fines, points losses.
d) Loss of position.
e) Loss of laps.
f) Race suspension.
18. To be eligible for prize money donated
by a sponsor, all racecars must display sponsor’s decals on car in designated area determined by Hurricane Midgets officials
for the entire race season.
19. It is the responsibility of the driver
to read all rules and regulations contained in this book and to comply with them. Any questions should be asked prior to race
meet.
20. The officials of the Hurricane Midgets
reserve the right to all final decisions of any or all rules.
21. The Hurricane Midgets officials reserve
the right to check any car at any time for compliance to any and all rules outlined in this rulebook and without prior notice
given.
22. Any new technology in the market
place available to all classes competing but not necessarily covered in this rulebook must be brought to the attention of
the Hurricane Midgets Officials before it is used and the car is raced.
23. Any car in violation of any specifications,
Hurricane Midgets Officials reserve the right to impound the component or that portion of the car that is in question for
further examination.
24. Hurricane Midgets reserves the right
to impound any car involved in a personal injury accident of any kind for up to 72 hours from the time of the accident.
25. If a driver receives an injury requiring
hospitalization or continuous care by a physician, the driver shall be required to submit in writing a medical release on
the attending physician’s letterhead and it shall be received by Hurricane Midgets Officials 24 hours prior to the next
scheduled race meet in which the driver wishes to participate. Also, the driver must show to track management, the ability
to enter and exit the car quickly and safely before being able to compete.
26. If a driver is rendered unconscious
from an accident on the track, the driver upon regaining consciousness shall be unable to compete for the duration of the
evening.
27. The start of a race is considered
the initial drop of the green by the flagman. After the initial drop no car may enter the track until a yellow flag is thrown.

a)
To receive Points for the feature a car must enter the track under its own power and take the green flag. Cars that
do not take the green flag in the feature race will not receive prize money or tow money.
b) All points are awarded to the
driver of the car NOT the car.
c)
30 “attendance points” will be awarded to all drivers who attend a scheduled race with their car regardless
of whether they are able to start or finish a race heat or feature.
d) If
the races are cancelled due to rain, or for any other reason the track determines to cancel the races, a member of the executive
(or a person designated by the executive) will remain at the track for a total of 1 hour after the track announces the races
are cancelled to award 30 points to any member who arrives with their car during that time.
30. Starting
System:
a)
Where tracks allow, there will be 4 heat races and 1 feature race.
b) Heat
Races: Each driver will draw a number to determine where he starts in the first set of heat races. The top half finishers
in the first and second heats will run in the third heat and the second half finishers in the first and second heats will
run in the fourth heat.
c)
The feature race will first be lined up according to points earned by the drivers in their heats and then the field
will be inverted by the drawing of a number from 1 to 4 by the driver with the most points. Maximum 4 rows inverted. Example:
Number 2 is drawn, the first 2 rows invert. Number 4 is drawn, the first 4 rows invert. The rookies will not be inverted as
they start at the back until they have raced 5 features to loose their rookie status.
31. Weighing
In:
The top 5 cars in the feature race must report directly to the club scales after the feature race. Drivers who fail
to report directly to the scales before returning to their trailer or anywhere else first, will automatically be disqualified
and loose all points and money for that race night, but will receive tow money.
32. Tech
Days:
a) Two designated tech days will be set up
prior to racing. All members are encouraged to attend the first tech day where 50 points will be awarded to each member who
has his car teched and 50 additional points will be awarded to each member whose car passes the tech inspection that day.
b)
The second tech day is for all cars that did not attend the first day or did not pass first inspection. Only cars that
pass second tech day will receive 50 points.
2009 Hurricane Midgets Technical Rules
Part 1 Engine Specifications 1. Motors: a)
440cc snowmobile motor, fan or air cooed twin cylinder only. No turbos allowed.c) Motor must originate
from a stock production snowmobile.d)
Motor stroke may not be changed or altered.e)
Oil injection pump may be removed.f)
The cylinders must be located on the engine with the intake and exhaust parts in OEM/stock engine components may be
modifiedg)
The following OEM/Stock quantity of cylinders must be maintained: 1)
Crankcase.
2) Crankshaft – no stroke change from OEM/Stock. 3)
Cylinder – may overbore not to exceed .060 overbore.4) Cylinder heads – spark plug quantity and locations must
remain stock (1 plug per head).h)
Connecting rods must remain OEM/Stock center-to-center distance.i) Motors will be randomly teched for displacement.j) Motor must
be mounted on the right side of the car, ahead of the rear wheels.k) No de-stroked motors.l) Owner of car must supply club
tech committee with the year and make of motor plus bore & stroke
and over-bore at the pre-race tech inspection. 2. Carburetor: a) No fuel injection.b) Carburetors only (single or twin).c) Single carburetors
– the original casting may not exceed 44mm (same with the venturi) 38mm for twins. d)
Carburetors must face to rear of car.
3. Mufflers:
a) Mufflers are mandatory
with silencer.
b) No open headers.
c)
Decibel rating may be determined by track or Hurricane Midgets Committee.
4. Fuel:
a) Pumped fuel only (racing
fuel is ok).
b) No alcohol or nitrous additives
allowed.
c) Fuel will be randomly
tested.
Part 2 Chassis Specification
1. Frame:
a)
Chassis frame must be constructed of the following:
1)
Round chrome molly with a minimum 1 1/8” diameter, .083 wall thickness.
2)
Seamless DOM round tubing minimum 1 1/8” diameter, .090 wall thickness.
3)
Square DOM or welded seam 1 ¼” x 1 ¼” diameter, .100 wall thickness.
4)
Square frame rails must be drilled top & bottom to allow the roll cage to be mounted through the square tubing
and welded top and bottom. Roll cage cannot be butt welded to top of square frame rail.
b) Roll
cage must be constructed of the following:
1)
Round chrome molly with a minimum 1 1/8” diameter, .083 wall thickness.
2)
Seamless DOM round tubing minimum 1 1/8” diameter, .090 wall thickness.
c) No holes to be drilled
in chassis or roll cage to lighten car.
2. Suspension:
a) Suspension is NOT allowed.
b) Suspension
includes the use of shocks, springs, torsion bars, coil covers, compressible or expandable devices which exceed ½” of
travel.
c)
If a front axle is used, it must be mounted directly to the frame (it may be split and coupled).
d) Two
piece front axles are allowed and must have locking collars to prevent axle from moving out.
e)
Rear axel must be one piece and no slipper hubs.
f)
Designs not covered by the above must be approved by the Hurricane Midgets Committee prior to racing.
3.
Side Bars: (see drawings last page)
a)
All sidebars must be constructed of at least ¾” mild steel round tubing.
b) Right
side must have at least one side bar mounted 20”–26” above the top of the lower frame rail.
c)
Left side must have two parallel bars. The top bar to be mounted same height as right side, 20”-26” above
the top of the lower frame rail. The bottom bar is to be mounted parallel 6”-8” (inside dimension) below the upper
bar, with two vertical bars to join them together.
d) A
vertical bar must be mounted diagonally between the upper side bar and the top roll cage bar (both sides).
e)
The attachment point to the upper side bar will be 12”-16” in front of the rear cage upright.
f)
The attachment point to the top of the roll cage bar will be 5”-9” in front of the rear cage upright.
g)
All sidebars are to be constructed and mounted to provide maximum driver protection.
h)
Vertical bars may be welded or coupled and pinned.
i)
Side bars may also be an ‘X’ design following these specifications: welded ‘X’ all 4 attachments
to frame; may be welded 2” maximum from lower frame rail; 2 vertical down-bars attached from top frame rail, being 15
½” apart; top bar must meet current height requirements from bottom frame rail; second bar must go through centre of
‘X’. (see drawing)
4.
Steering:
a)
Steering shaft – solid 5/8” diameter or hollow min .750 ¾” x .070 wall DOM tube.
b) Steering
wheels must be mounted with quick release only.
c)
Quick release steering wheels must fit snug and tight, no loose fitting releases will be allowed.
d) All
steering bolts or nuts must be drilled and cotter pinned or safety wired. Stover nuts may be used without cotter pins or safety
wire.
e)
Any fastener of a component that would enable movement of or adjustment of spindles or caster or camber, etc must use
cotter pin or safety wire or Stover nuts.
f)
Spindle nut to hold front hubs on MUST be drilled and cotter pinned.
g) Rack & pinion steering
box is allowed.
h)
Quick release must have no plastic parts (metal only).
5.
Clutch:
a)
No direct drives allowed.
6.
Chain Guards and Belt Guards for Snowmobile Drive:
a) Chain guards and Belt guards
are mandatory.
b) The
chain guard must be fastened at the front and rear.
c) The
chain guard must curve 120 degrees around the clutch.
d) The
chain guard must consist of a plate on the driver’s side of the guard, and must cover the clutch-retaining bolt.
e) The
chain guard must be constructed of a minimum of 1/8 aluminum or 1/16 steel. No plastic chain guards allowed.
f)
The belt guard must be constructed of a minimum of 1/6 steel or aluminum. No plastic belt guards allowed.
7. Brakes: a) Hydraulic brakes only. b)
All brake systems must be in good working condition. c) All master cylinder, caliper and rotor bolts must be either
cotter pinned or safety wired or have pinch Stover nuts. No nilocks unless they are cotter pinned. 8.
Wheels, Tires & Hubs: a) 8”, 6”
and 5” wheels and tires only front or rear.b)
No clip on wheel weights allowed.c)
Both rear wheel hubs must be retained by an axle clip and safety wired to prevent clip from coming off. 9.
Weight: a) The Hurricane Midgets car shall weigh
no less than 600 lbs. with the driver. Weight changes cannot be made until the 2014 race season.b) Any removable weight must be securely bolted,
with lock nuts or keyed bolts to the mainframe structure or bolted to inner or outer side of seat.c) Any removable weight must be painted
white with your number on the weight.d)
A 3 lb weight allowance will be allowed at the discretion of the Hurricane Midgets committee.e) The 3lb weight allowance will only
be allowed one time during the race season. 10. Bumpers: a) Front and rear bumpers
are mandatory. b) Bumpers shall be constructed of minimum
of 3/4" O.D. steel tubing and maximum of 1" O.D. c) Bumpers must not extend beyond the inside dimensions of the
front or rear tires. 10.1 Front Bumper: a)
The front bumper must be constructed of 2 horizontal bars to be a minimum of 3½” and a maximum of 6”
apart. An additional safety hoop, maximum 6” in height to give additional foot protection may be added to upper hoop.b) The upper hoop to lower
hoop must be supported by at least 2 vertical bars in the front portion of the bumper by ¾” or larger tubing.
c) The
lower horizontal bar to be a maximum of 6 inches off the ground.d) No weights to be mounted to the front bumper.e) 12” crush zone
is mandatory between driver’s feet and front bumper when pedals are fully pushed forward.f) Front bumper must be attached at 4
points to chassis. 11.
Rear Bumper: a) Rear bumper must
be constructed of a minimum of ¾” diameter O.D. steel tubing and a maximum of 1” diameter O.D. steel tubing.b) Rear bumper must be constructed
of 2 horizontal bars a minimum of 5” and a maximum of 7” apart. The upper hoop to lower hoop must be supported
by at least 2 vertical bars.c)
The lower horizontal bar to be a maximum of 6 inches off the ground.d) Maximum width no wider than the inside of the rear tires.e) Rear wheel protectors
are allowed and may be fastened to the bumper in a safe, secure manner – may not exceed outside of rear tires.f) Rear bumper must
be fastened to the mainframe rail and/or the back of the roll cage uprights at 4 points.g) Rear bumper must extend a minimum of
12” behind fuel tank. 12. Nerf Bars: a)
Nerf bars are mandatory on both sides of the car.b) Nerf bars are to be constructed of mild steel tubing with a minimum size
of ¾” O.D. and a maximum size of 1” O.D.c) Nerf bars are to be a minimum of 24” in length, measured
from the backside of the nerf bar closest to the rear tire, in a straight line to where it attaches to the front of the car.d) Nerf bars are to have a
minimum overall height of 5” at the highest point and a maximum height of 14”. e) The lower horizontal bar to be a maximum of 6 inches off the
ground.
f) Nerf bars
must not extend outside of front or rear tires. This means the nerf bars must not extend outside of a straight line being
determined from the outside of front tire to the outside of the rear tire.
13. Floor Pan:
The car shall have a floor pan
under the frame rail covering a minimum area from the front frame rail to the front of the drivers seat. Floor pan may be
constructed of aluminum or steel. 14. Roll Cage & Cockpit Specifications:
(see drawings last page) a) The roll cage must have a minimum height of 38” from
the top of the lower frame rail to the top of the top rail.b) The top of the driver’s helmet must be 2” below the bottom
of the horizontal roll cage bars.c)
The roll cage must be made of chrome molly 1 1/8” x .083 wall, or seamless DOM round steel 1 1/8” x .090
wall.d) The
roll cage must be welded to the chassis in 4 locations and cannot be bolted to mainframe rails.e) The top of roll cage must have gussets
in all 4 corners, either inside or outside the top bars.f) No sharp edges shall be left anywhere on the roll cage or brackets
on the car.g)
The roll cage must have 2 vertical bars mounted behind the driver’s head in an inverted V.h) The roll cage shall
have continuous hoops front to rear:i)
The continuous hoops must be connected on both sides and in the back and front by a minimum ¾” tubing
– bars may be welded or slip jointed at front of sidebars.j) The driver must be able to climb through the space in
the top of the roll cage or through the side of the cage if side bar is hinged.
15. Fuel Tanks, Fuel Lines & Catch Cans:
a) Fuel cells are
mandatory. b) Cells may be foam or bladder type or aluminum
foam filled.c) Aluminum
tanks must be a minimum of 1/8 thick material.d)
Cells must be located in tail or rear section with only the bottom section of tail being open (firewall mandatory).e) A full firewall between
tank and driver is mandatory and can be made of fiberglass, steel or aluminum.f) Fuel lines from cell to the fuel pump must have
protective covering over them to prevent a cut.g)
Fuel line coverings must meet technical approval.h) Steel braided line recommended.i) Must have a fuel shut off valve
located so that it can be reached safely by track personnel. Valve must be mounted away from chain and belt drives.j) Overflow catch
cans must be securely mounted to the car.k)
All fuel tanks must have approved cell caps & vent ball valve.
16. Front Loops:
a) All cars must have a front loop made
of minimum 1" tubing. b) Loop must completely surround
driver’s feet.c) 2
vertical bars must join chassis to the loop at the front of the car.d) Loop must be welded or slip jointed and pinned.e) Front loop must be
2” higher than driver’s feet, measured from the bottom of the top loop. Note: The
Hurricane Midgets officials realize that these loop rules are not possible for some chassis. Suitable plans that meet the
safety criteria should be submitted to Hurricane Midgets committee for approval. 17. Car Dimensions: a) Wheelbase shall be a minimum of 42” and a maximum of 58”.
b) The maximum overall width shall be 54”. This includes
all parts of the car. c) The overall length shall not exceed 104" unless extra length is needed to meet new rules with
an existing car.
18. Body
Design:
a) The front nose section may be wedged
hood or standard sprint car style.
b) The
front nose section can be made of aluminum, fiberglass or a poly fiber substitute.
c)
All cars must resemble a sprint style or Can-Am Midget car.
d) The
nose shall extend in front of the roll bars to a minimum of 1” from the back of the front bumper to a maximum of 4”.
e)
The nose panels must be inside the front wheels.
f)
All cars must have a sprint style or Can-Am Midget style tail section to be made of fiberglass, poly fiber or aluminum
with or without rear wing.
g)
The tail section must not extend more than 29” from the axle.
h)
Body panels must be in place at all times (hood & tail sections).
i)
All cars must be neat and clean in appearance at all times.
j)
All side and rear panels must be inside of the outer edge of the tires.
k)
The Hurricane Midgets committee reserves the right to refuse competition to any car not meeting or following these
guidelines.
19. Numbers
& Lettering:
a)
All cars must be kept neat in appearance.
b) Numbers
and Letters must be done professionally.
c)
Numbers and Letters must be done in contrasting colours.
d) Numbers
must appear on the nose section being a minimum of 8” high.
e)
Numbers must appear on the wing and must be a minimum of 10” high (side panels) and 12” high (on top facing
the right side or straight-ahead).
f)
Numbers may appear on the tail section, on both sides, if the design of tail section allows room to display them.
g)
It is very important numbers are easy to read from a distance – this makes the scoring job possible.
20. Wings:
a)
Top wings are mandatory and must be on car to compete in race.
b) Wings
must be made of aluminum with all sharp edges being removed.
c)
Wings must have a center section of no less than 4 square feet (576”) and no more than 10 square feet. For example,
18” x 32” = 4 square feet (18” x 32” = 576”).
d) Wings
must have two side panels – these panels are to be a minimum of 10” high measured on the flat section at the narrowest
point with a maximum of 24” high and having maximum length of 45” or at least as long as the center section.
e)
Wing must be mounted in such a manner to allow driver to enter and exit through roof of car safely and quickly.
f)
Front wings are allowed and must be pre-approved by technical officials.
g)
The bottom of the wing must be no higher than 11” above the top rail of the roll cage.
h)
Wings may be mounted fixed or moveable with shocks and springs for elevating height only, but NOT hand adjustable
by the driver during the race.
i)
Wings damaged or broken during a race may be black-flagged by the starter and car will be placed in position at the
time of the black flag.
j)
If wing is not mounted securely to the car, the car cannot compete in next race until repaired safely.
21. Safety
Belts:
a)
All cars must have a 3” 5 point safety harness.
b) Harness
cannot be cut or worn in any place.
c)
Any belts in question will not be allowed.
d) Belts
must be mounted according to manufacturers specifications.
e)
Any belts not mounted in a safe manner will not be allowed.
f)
Seat belts must be no older than 5 years. Example: have a January 2005 or newer code date for the 2009 race season,
2006 or newer code for the 2010 season.
22. Mirrors:
a)
No mirrors allowed.
23. Window
Nets:
a) Window nets are recommended.
b) Helmet
restraint or headrest recommended.
c)
Front window steel mesh cage recommended.
24. Ignition:
a)
All cars must have an engine kill switch and is to be mounted in a location accessible to both the driver and safety
crew. Switch must be mounted on a plate clearly marked Off and On in large letters.
b) All sparkplug wires must have a
tie wrap attached to them, minimum 6" long or ring mount.
25. Radio
Communication:
a)
One-way yellow Raceceiver radios will be used (SW-1600). Radio contact with anyone other than track or club officials
is not allowed.
b) Two
way radio communication of any kind will not be allowed.
c) Penalties for radio communication
infractions will mean race disqualification and loss of points and money for the night.
d) Penalty for not obeying instructions
from the track or Hurricane Midgets official during a race will be race disqualification and loss of points and money for
the night.
e) Radios must be in working
order before entering track for race and during race or driver will be disqualified.
26. Safety
Equipment:
a)
Helmet must be current Snell foundation testing standard Snell 2000 and must have protective full-face style eye shield.
b) Proban
single layer driver suit one or two piece.
c)
Safety approved neck collar.
d) Arm
restraints.
e)
Racing gloves.
f)
All of the above items are mandatory at all time while on the track.
g)
All competitors must have a fire extinguisher readily available while competing at tracks. Fire extinguisher may be
kept in truck or trailer within easy access.
27. Computers:
a)
No on board computer systems allowed.
c)
Tachometers are allowed.
28. Seat:
a)
High back aluminum seat is mandatory.
b) Seat must be bolted in four
places with a minimum of 3/8" diameter bolt.
